Chapter 1566: The First Proposition

Every member of the Dao Opening Sect sat in their booths, observing their surroundings. Wang Wei immediately took notice of the layout. All the Overlords had a private room at the top of this palace, and they were all at the same level.

Wang Wei noticed the Qin Court did not give Buddhism a higher room, instead, they placed them at the center with six rooms on the left and right. Below the Overlord’s room was the area of the four Primal Lineage.

And slightly below that was the zone for a few famous individuals in the Eternal Ascension World, which included Xun Junyao, a few famous loose cultivators, or lineages with a famous Peak Paragon, including someone Wang Wei has heard much of — the Danyuan Emperor, who is now the Danyuan Paragon.

Wang Wei checked the third area and noticed something. ’How petty,’ he thought. Emperor Kong was not placed in the third area. Instead, Qin treated him like a regular faction and forced him to sit with the crowd.

Wang Wei turned his head, and as expected, he saw Kong, Xu Shi, and Lin Fan sitting together. ’Ying Zheng is getting bolder. He dares to humiliate them, knowing of Buddhism’s support. However, what’s with their reaction?’

Master Kong appeared calm and composed, and even with Wang Wei’s ability to read hidden emotions, he could not discover any anger or agitation from the latter. Meanwhile, Xu Shi and Lin Fan could not completely control their emotions. The odd thing was that their emotional state was not entirely due to their current humiliation.

’Xu Shi must have benefited somehow from the creation of the Butterfly Princess’s masterpiece, which would explain her state. But what happened with Lin Fan?’

Wang Wei was confused, and wanted answers. So, he contacted Red Mask through their link. "What happened to Lin Fan in the past few days?"

"Give me a moment." Red Mask contacted the agents in charge of monitoring the academy’s personnel. Once she retrieved the reports, she reported to Wang Wei.

"The only noteworthy news is that yesterday afternoon, he participated in opening Luck Stones. He bought five stones, and three contained something valuable. However, he refused to reveal what was inside the last stone and left excitedly."

"So, the wheels of destiny are already spinning," Wang Wei commented. Although he did not know what Lin Fan found to make his emotions so agitated, it must be something crucial.

"Do you want us to find out what he discovered?"

"No need," Wang Wei reported. "Just keep the normal level of observation."

Wang Wei continued his observation and noticed something: the Heavenly Serpent Empress was not present. As a primal, she was ’worthy’ to stay in the second area, but Wang Wei did not see her name before any of the private booths. He checked the group and found someone with some karmic connection with her, but the attendant was just a normal Paragon on the Sixth Heaven.

’Is she still pretending to be a Peak Paragon? But I’m sure the news has been revealed by now.’ Wang Wei analyzed. ’No, she’s not staying low-key to hide her strength, but to protect that artifact. She has no choice but to stay in her territory since it’s the place where she can use her greatest strength.’

The way Qin organized this assembly resembled an auction rather than a gathering of the world’s top political powers. However, no one complained since the organizers have full control over the event, making each assembly different. At the right time, Ying Zheng appeared on a podium that faced everybody. This time around, Ying Zheng was not wearing his black dragon robe, but a pure white robe, which drew many people’s attention. Anyone who saw him would immediately think of him as the Human Emperor instead of the ruler of the Qin Saint Court.

Ying Zheng composed himself before speaking: "According to the Grand Assembly Covenant, these are the rules that everybody agreed to abide by.

"First..."

For the next ten minutes, Ying Zheng patiently recited all the rules that had been agreed upon during the first assembly, as well as the ones added later to perfect the system.

"Does everybody understand and agree to these terms?" Ying Zheng said. His words condensed a contract in the air.

"Yes," responded all the attendants. Then, a golden orb that represented their faction’s luck flew from their bodies and entered the contract. Under normal circumstances, the contract should have been dispersed on its own, but it remained in the air.

Ying Zheng, or anyone with experience, was not surprised by this outcome. At every assembly, there are a few people who think they can refuse to sign the agreement. Ying Zheng snapped his finger, and a red mark manifested above 15 individuals in the crowd area.

"Sign the covenant or leave," Ying Zheng said calmly.

The people put on the spot were immediately embarrassed. This contract was directly connected to their luck, meaning it will affect them individually or their entire faction — unless they can find a loophole. They thought they could pretend to sign and get away with it.

"We don’t have all day," Ying Zheng warned after seeing their slow reaction. In the end, thirteen of them signed in shame, while two chose to leave the assembly.

"Now that everybody is on the same page, anyone who has something to discuss can take the stage," Ying Zheng uttered before disappearing. All eyes shifted to the Demon and Innate Demon Gods’ private room. This assembly began as a result of the conflict between the two.

However, to everyone’s surprise, before any of these top factions could do anything, Emperor Kong flew onto the stage. Chief Battle Ape snorted coldly from his room, releasing the terrifying aura of a Primal. He did not affect anyone, but focused all his ire on Kong.

"I guess you’re not as calm as you look," Wang Wei muttered before focusing his eyes on Buddhism’s reaction. Kong remained calm and did not budge or react due to the immense pressure.

"The disaster is coming, and we need to protect the most vulnerable among us and make good use of them," Kong started. "Yes, I’m talking about mortal. That’s why I’m proposing the Mortal Soul Legion."

Kong waved his hand to manifest a projection that detailed his plan.

"The first step of our plan will be the reallocation of all the mortals in the world, moving them away from the harm of this terrible tribulation. Prior disasters have shown us the importance of mortals to our civilization."

’Trying to use Taoism’s guilt to support your cause? Not bad,’ Wang Wei thought with a smile.

"Once the mortals have been placed in safe environments, the next step can start," Kong continued. "Mortals make up the largest demographic in our world, and my plan is to harness their power.’

Kong had already completed the array needed to condense numerous mortals’ soul power to form potent Battle Spirits. According to Kong, the weakest spirits can be as weak as an Immortal Venerable and as strong as a Great Emperor.

However, that’s not the most critical aspect of these Battle Spirits. Their number is substantial, but not comparable to the amount of Tier 10 cultivators. After all, it takes a lot of mortals to condense one Battle Spirit. The true advantage of these spirits is their immortality. As long as there are enough mortals and they recuperate their soul strength, the Battle Spirits can be condensed after their destruction.

Once Kong finished introducing his plan, he waited for questions.

"You said each faction can have its own soul legion, but you also recommend combining all the Battle Spirits legions into one army controlled by a commander. Who is going to take that role?" a voice from the Grand Sect Alliance asked.

"The plan is mine, so someone from my academy would be the commander," Kong said, and he received numerous sneers and subtle mockery. However, he remained composed and continued.

"The legions require the use of the Void Illusion Realm, which the Dao Opening Sect now controls. As such, they will receive a Vice-Commander Post.

"Empress Wu has optimized and perfected the array for this project, so her continent gets one Vice-Commander Spot."

"Lastly, Saint Maitreya has reinforced the Void Illusion Realm to prevent any accidents with this plan, so Buddhism would have the last Vice-Commander Post."

Kong’s words made everyone silent as they discussed how to respond.

"What do you think we should do?" Yan Shirong asked. "Should we fight for the commander position?"

"No need," Qiyuan said. "If the person we choose is competent enough, they can balance the academy’s commander, and maybe even take full control."

"We can also ally with Wu Hong if Buddhism decides to try something funny," Yan Hai added.

After a few minutes of deliberation, it was time to vote. Buddhism was the first faction to show full support of this plan. The Dao Opening Sect and the Origin Seal Continent followed up.
